Yes, and more completely than most lines that use the word.

Explora Journeys describes its fare as all-inclusive, and on EXPLORA I and EXPLORA II that claim covers a meaningful part of the experience. Dining, premium beverages, specialty coffee, Wi-Fi, gratuities, spa thermal-area access, group wellness programming, and port shuttle transfers are bundled into the journey. That changes the math for travelers who would otherwise add drinks, internet, service charges, and specialty dining to a more traditional cruise fare. Anthology is the notable exception, with a separate fee for its Italian tasting menu. Other culinary experiences may also vary by ship and sailing, so your advisor should confirm the current inclusions before you book.
